Departure of Chief Justice Manon Savard, provisional suspension of Me Serge Dubois, five-year disbarment confirmed for Constantine Andreas Kyres, mandatory mediation at small claims, official appointments and firm moves — the complete summary of the legal week in Québec.
The Defining Story of the Week: Manon Savard Steps Down
The dominant judicial news of the week comes directly from the Court of Appeal of Québec: Chief Justice Manon Savard has chosen to step down as Chief Justice of Québec effective June 30, 2026, but will continue to sit on the Court of Appeal as a supernumerary judge.
After six years at the helm of Québec's highest court, appointed in June 2020 at the height of the COVID-19 pandemic, she led the digital modernization of the court, reduced delays and publicly defended the funding of the justice system, notably through public exchanges with Justice Minister Simon Jolin-Barrette. Her successor has not yet been named. It will fall to Governor General Mary Simon to appoint one, on the recommendation of Prime Minister Mark Carney.
The succession is already open.
Official Appointments Confirmed by the Conseil des ministres
February 18, 2026 — several jurists appointed by Québec. The Conseil des ministres proceeded, during its session of February 18, 2026, with the appointment of several jurists. Me Myriam Giroux-Del Zotto is reappointed as President of the Bureau des présidents des conseils de discipline — a position she has held since 2016. Me Sébastien Caron is reappointed as Vice-President of the Tribunal administratif du Québec, real estate division, where he has sat since 2017. Me Sylvain Allard, Me Daphné Armand and Me Marie-Pierre Dubé-Iza are reappointed as members of the Tribunal administratif du travail.
Me Marie-Ève Lavoie is one of six part-time coroners appointed during the same session, alongside Pierre Bleau, David Grenier, Maxime Masson, Marie-Claude Côté and Patricia Doucet. She holds degrees in law and notarial law from the Université de Montréal and is a former president of her faculty's Committee on Access to Justice.
March 9, 2026 — Me Julien Archambault is appointed interim director of the Immigration Legal Aid Bureau at the Centre communautaire juridique de Montréal-Laval, replacing Me Vincent Desbiens.
Public Discipline: Two Separate Cases
Provisional Suspension — Me Serge Dubois (March 4, 2026). The Barreau du Québec published a notice of provisional suspension of the right to practise targeting Me Serge Dubois, who practised in the district of Saint-François. The Conseil de discipline rendered its decision on March 3, 2026; the suspension has been in effect since March 4, 2026. Justice-Quebec.ca published a full analysis of this case in the context of the Faubourg Mena'Sen affair.
Five-Year Disbarment Confirmed — Constantine Andreas Kyres. Constantine Andreas Kyres has been struck from the Roll of the Order for a period of five years. This sanction, which took effect on February 4, marks the conclusion of a lengthy judicial saga, after the Tribunal des professions upheld on appeal the Conseil de discipline's decision rendered on November 22, 2024. The facts date back to 2013-2014, in the context of an international corruption scandal tied to contracts in Libya. The RCMP investigation had used an undercover agent, a fake office in Toronto and a Cadillac equipped with hidden microphones and cameras to record the negotiations.

Concrete Reform: Mandatory Mediation at Small Claims
This is the most concrete procedural change of the week for civil litigation practitioners. Effective March 2, 2026, Justice Minister Simon Jolin-Barrette announced the rollout of mandatory mediation and automatic arbitration for claims of $5,000 or less at the Small Claims Division in the judicial districts of Joliette, Terrebonne, Saint-Maurice and Labelle.
The settlement rate in mediation for these types of cases is estimated at 60%, and the targeted timelines are three to nine months, compared to 28 to 38 months currently in these districts.
What This Week Really Says
Québec's legal market in early March 2026 presents two simultaneous faces: a judiciary in transition with the announced departure of Chief Justice Savard, which opens a succession at the highest level, and a very active firm market with targeted transfers in high-value specialties — tax, health law, intellectual property, litigation. In the background, the small claims reform deployed on March 2 marks a concrete transformation of Québec's procedural landscape, particularly relevant for regional civil litigation firms.
