When to complain — the most common grounds
The vast majority of lawyers provide quality services. But when that is not the case, several situations can justify an investigation request to the Bureau du syndic.
Your lawyer stops responding, you learn important news from the opposing party rather than from them, or you simply can no longer reach them.
A missed deadline, poorly drafted documents, or a strategy clearly ill-suited to your situation — all of these constitute breaches of the duty of competence.
Opaque or abusive billing, mismanagement of trust account funds, or refusal to remit the balance that belongs to you.
Your lawyer appears to be defending interests contrary to yours, or maintains a relationship with the opposing party that compromises your defence.
An investigation request to the Bureau du syndic triggers a disciplinary process designed to protect the public. It is not the appropriate remedy for obtaining financial compensation. If you wish to be compensated for professional malpractice, you must contact the Fonds d'assurance responsabilité professionnelle du Barreau du Québec (FARPBQ).
For fee disputes, the Barreau offers a free conciliation service — you must request it within 45 days of receiving the last invoice.

The Bureau du syndic will send you an acknowledgment of receipt with your file number within ten business days. Keep that number — it is the reference you must use in all future communications.
What if the syndic decides not to file a complaint?
If at the conclusion of the investigation the Bureau du syndic decides not to file a disciplinary complaint, you have the right to request a review of that decision before the Review Committee of the Barreau du Québec.
You have 30 days from receipt of the decision to make this request. Do not let that deadline pass.
